Hi Gary,
I have a very old Dell Inspiron laptop (actually it is older than 10 years) like yours. Although it doesn't meet the system requirements like TPM 2.0 and Secure Boot, I was able to install Windows 11 with the ISO file and a USB Flash Disk.
I'm able to update it for now and you can do that, too. However, when Microsoft released the final version of Windows 11, we'll probably need to clean install it again.
